In\u00a02017\u00a0when Credit Unions in Ireland were experiencing\u00a0a reducing loan book,\u00a0they recognised the need to develop a\u00a0new, longer-term product for the lending market\u00a0and as a result, introduced Credit Union mortgages.\u00a0<\/p>

Credit Union Development Association\u00a0(CUDA)\u00a0lead the way and created a framework to work with Credit Unions and help them both launch the new mortgage product\u00a0and provide a platform to help manage\u00a0the application and associated processes.<\/p>

Target Integration (TI) was chosen\u00a0to work with CUDA team members and develop a \u00a0blueprint\u00a0for an\u00a0application which could not only manage the mortgages\u00a0product\u00a0in the short term,\u00a0but also\u00a0become the central application management system for Credit Unions. \u00a0<\/p>

In 2018, System for Application Management (SAM) was born.<\/p>

SAM\u00a0is now used by a large number of Credit Unions to manage\u00a0the end to end application process. The system has a loan eligibility calculator,\u00a0to help Loan Managers assess the eligibility of applications at an initial stage,\u00a0as\u00a0well as a full document management and a workflow systems.<\/p>

The\u00a0workflow system also allows external assessors to review applications\u00a0and provide feedback. \u00a0This is particularly useful for Credit Unions who may not\u00a0have the internal capability, experience\u00a0or resource\u00a0to assess\u00a0applications.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

TI took the mortgage framework written by CUDA and created the specifications of the system, the security requirements\u00a0needed and the data architecture to develope\u00a0the software and provide\u00a0ongoing support. When the Credit Unions started on their\u00a0mortgage\u00a0journey,\u00a0they didn\u2019t have a system in place, just a\u00a0framework and a\u00a020-page\u00a0application form.\u00a0The\u00a0form provided all the flexibility\u00a0needed for applications, but offered no consistency,\u00a0as any information collected was entered in freeform. There was no validation of the data and the process was prone to errors.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Credit Union users were distributed and working in various credit unions and hence it was difficult to bring them on board. This is where the relationship with CUDA worked so well, as they were able to help by creating a group of Subject Matter Experts\u00a0(SME)\u00a0who helped in defining the future of the system.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

While the TI team was working on the application, they had to deal with the external stakeholders as well as internal stakeholders. Although data protection and security is integral to\u00a0any CRM system implementation in the EU, it was even more important when dealing with the financial data of the Credit Unions\u2019 customers. TI\u00a0worked on the full system specification,\u00a0business workflow requirements, development and implementation of the system, as well as the\u00a0backend infrastructure,\u00a0and delivered all of this together with best of breed\u00a0support mechanisms.\u00a0<\/p>

The system was named as System for Application Management (SAM).<\/p>

SAM was integrated with the Credit Union Support Platform (CUSP) (read more here<\/u><\/a>) and has scope to develop various different application types\u00a0in the future.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

As a phased approach, Target Integration rolled out a complete requirement gathering procedure to DevOps framework for SAM. This was not just a one-time activity,\u00a0as it involved multiple legacy software delivery processes,\u00a0where the team members were distributed across the organisation.\u00a0\u00a0For the proven implementation approach, proper automation workflow, & the right set of tools it was very important for the overall success of organisations\u2019 strategic goals.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

TI provided a complete specification for the mortgage system\u00a0and\u00a0built a solution using Odoo Community Edition (version 9). It created a centralised system for tracking, monitoring and maintaining all mortgage lending loan application requests\u00a0and a\u00a0complete workflow for processing various operational iterations was produced and developed.<\/p>

Different modules and tools were developed to reduce redundancy and repetition of brokers,\u00a0that helped clients to easily, quickly and efficiently identify appropriate lenders based on\u00a0commission and discount rates.\u00a0\u00a0In addition, a mortgage calculator was developed for easier calculations on mortgage pricing and interest rates.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

An agile assessment and strategy was formulated to establish and consolidate improvements and scalability. To standardise\u00a0the new approaches for SAM DevOps,\u00a0a transformation framework for the implementation of collaborative IT systems\u00a0and phased developments was produced,\u00a0that spanned\u00a0people, process\u00a0and collaborative tools.<\/p>

A strategic approach to building\u00a0a framework that combined\u00a0pre-integrated, open-source software was established to reduce time, decrease errors and improve cost optimisation,\u00a0and this was\u00a0reviewed in readiness for the final implementation.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

TI provided reporting as a business intelligence\u00a0(BI)\u00a0feature\u00a0where the complete data in the system can be compiled from borrowers submitted documentation package. This helped the Credit Union to cross-check whether the correct and\u00a0accurate data is displaying and flowing within the system. \u00a0<\/p>

Based on these reports, they can then take any necessary precautionary steps and set an advisory\u00a0notice\u00a0for any broker who is not following specific data guidelines. \u00a0Additionally, the daily reporting provides\u00a0specific details for the loan officers,\u00a0such as their call volumes or revenue generated. \u00a0This comprehensive reporting enables management to\u00a0easily\u00a0calculate the compensation or commission that each loan officer\u00a0or assessor (or any other individual)\u00a0is eligible for.<\/p>

Overall, SAM\u2019s reporting and BI capabilities create a level of transparency to the loan management system, through an additional layer of validation, verification and compliance throughout the loan application and lending process.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

SAM not only automated the process of management for mortgage lending as a short-term objective,\u00a0but established itself as a central application management system in the longer-term. As a result,\u00a0the\u00a0mortgage lending operators\u00a0who had previously experienced\u00a0document intensive challenges now had access to\u00a0a seamless loan processing and mortgage lending solution.<\/p>

Many challenges\u00a0such as\u00a0manual reviews, annotations, data validation errors, evaluation of paper files, time-consuming workflows (due to manual retrieval of necessary documents), cumbersome underwriting processes\u00a0or the inefficient monitoring of the status of transactions, leading to lower customer responsiveness,\u00a0were eliminated.\u00a0\u00a0Turnaround times\u00a0were reduced with immediate indicators to external assessors, the correct evaluation of mortgage calculations and the\u00a0faster closing of loan application requests \u2013 this was all possible due to the\u00a0workflow automation delivered by SAM.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

It is described as a workflow management system that ensures a consistent and compliant approach\u00a0to mortgage lending and includes\u00a0all the necessary supports and access to SAM.<\/p>

The\u00a0framework also allows\u00a0users optional access to external file assessment by an industry expert and\u00a0importantly, provides\u00a0a centralised legal function available at bulk discount rates. \u00a0In short, SAM has helped Credit Unions to offer mortgages effectively, efficiently, and compliantly.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
